The new district was planned to be built on the territory of Digomi settlement in 2013. This initiative was announced by President Mikheil Saakashvili during the opening of "Tbilisi Mall" center.

According to earlier statements, the new district had to be built on 230 thousand hectares of land. '' The New Tbilisi” was to be divided into five main zones. Government agencies, embassies, commercial and office spaces, residential areas and recreational areas were planned to be located in the territory of the district.
